There are so many ways that social policy that -- on its face -- has no relationship to penal issues can impact those issues tremendously. We get lead out of gasoline and twenty years later the crime rate drops dramatically across the country (even in those jurisdictions without a "measure 11").
Might Obamacare have a similarly important impact? This Newsweek article raises the possibility. The title is, How Obamacare May Lower the Prison Population More Than Any Reform in a Generation.
Optimistic? Of course. Unduly so? Ask me in twenty years. But there's no question expanding access to programs that address mental health and drug addiction is a good investment all the way around.
